The third and last Committee consisting of Messrs Campbell, Mercer, and Cleverly, were unanimously of opinion that Mr Webster had no legal claim upon the Government, and that the non-fulfilment of the agreement with Captain Meit for building a Military Bazar upon the ground within 6 months fully justified the resumption of the land.
